Purpose

Address Publish rai_open_set_vision package to Pypi #697
Note, this depends on Publish sam2 package to PyPi Grounded-SAM-2#3

Proposed Changes

Rename package rai_open_set_vision to rai_perception
Publish rai_perception to PyPI

Testing

Unit tests have been run and passed.

colcon build --symlink-install
poetry lock
poetry install --all-groups
pytest tests/ -s -v

To-dos

Remove git dependencies for sam2
Rename the package to rai_perception
Remove ROS 2 configuration files
Update documentation
Configurator testing
Demos: Manipulation, Rosbot_xl testing.
openset.launch.py, do we need to rename this ?
Publish to PyPI
Update rai-sam2 version
